Here is a good tutorial for cleaning false eyelashes.

Soak in a small amount of micellar water (or baby oil) for a few minutes, then use a damp Q-tip to gently rub off old glue and eyeliner.

Gently finger scrub with dish soap and rinse, then use a paper towel to dry (I used the paper towel instead of a spoolie to comb the eyelashes in the intended direction).

Clean eye products prevent eye infections.

I was scared of being too aggressive removing the old glue before I saw this, and after the micellar soak, it all rubbed off so easily!
